In 2012, there are two important elections in South Korea. They are the general election that was held in March and the presidential election that will be held in November. Amidst this situation, North Korea is taking a blunt manner of trying to intervene in South Korea’s democratic election. The fact that North Korea took a lead in a specific propaganda agitation saying, ‘the progress forces should unite and give a decisive defeat to the group of traitors at this year’s general election and presidential election’ on the forces following the North in South Korea through the Anti-Imperialist National Democratic Front this January is a direct example.
North Korea has made this kind of attempt to intervene in South Korea’s elections by the basic activity guidelines of the Department of Strategic Information against South Korea and the organization that directs maneuvers for South Korea and other foreign countries since a long time ago. However, it is not well known about how Kim Jong-il, who had control of the practical power, specifically modified policies and actions against South Korea. Therefore, this paper has tracked related documents and historical data for the past few years. In addition, through the paper Sisa Journal, the fact that Kim Jong-il and Kim Jong-un intervened in the elections in South Korea and part of this act was intensively investigated. Especially, Kim Jung-il’s statements on the celebrities of the presidential election including Park Geun-hye and Ahn Cheol-soo are considered very important.
Propaganda Agitation against South Korea Using SNS
According to several sources of NKSIS in North Korea, North Korea already organized the TF team since 2011 for the purpose of ‘the defeat of the Grand National Party and the change of government between the ruling party and the opposition parties’ and it is currently operating. This is proof that Kim Jong-un was already participating in major policies against South Korea through many discussions with Kim Jong-il. In the TF team, there are 17 official members and more than 10 assistants. They are all top researchers who researched about North Korea’s selected experts in South Korea and foreign policies for more than 10 years. Among the assistants, there are also hackers of the highest level. On the celebrity list that the TF team is administering, presidential candidates such as Park Geun-hye, Chung Mong-joon, Kim Moon-soo, Oh Se-hoon, Sohn Hak-kyu are included. Not only their basic personal data, but also their profile, political tendency, wealth, and even details about their close colleagues were described in detail. According to sources, currently the most urgent problem among the policies of North Korea’s United Front Department against South Korea is the replacement of the Lee Myung-bak government. For this, it is arranging strategies in preparation for the general election and the presidential election. Among those, one of the most principal alternative strategies is to cooperate with some leftist organizations in South Korea.
Before Death, Kim Jong-il, Hope Park Geun-hye Wins Presidential Election, Ahn Cheol-soo Lacks Organizational Power Yet
On November 25th, 2011, this paper’s senior-level source in North Korea conveyed key points of Kim Jung-il’s statements in mid-November on the dynamics of South Korea’s general election and presidential election and the inter-Korean summit back then. Kim Jong-il predicted that there will be a high possibility for Park Geun-hye to win the presidential election and that the ‘united opposition parties power’ that the then Democratic Party(United Democratic Party) united under the cooperation of the new progressive reformation power, which is the center of the Democratic Labor Party(Currently the United Progressive Party), will win the general election.
Bothering the relationship between the general election power and the presidential election power, in other words, making the National Assembly and the Blue House to confront with each other is the rule that North Korea should keep in the strategies against South Korea. In reality, the separation(conflict) of the vested rights within South Korea is the best scenario on how North Korea can gain more political and economic benefits from the South.
Kim Jong-il also mentioned about Ahn Cheol-soo, the director of Seoul National University’s Graduate School of Convergence Science and Technology. It is told that Kim Jong-il made a negative judgement on Ahn that “Ahn Cheol-soo lacks organizational power yet to become president. Even though he becomes president, he is not a ‘great man’ who can reach a compromise with me at the ‘inter-Korean summit’ that will later take place.” From this statement, it has been revealed that Kim Jong-il self-acknowledged that he will not die until the ‘inter-Korean summit’ that will be held in about 2013.
Kim Jong-il also mentioned about the past leaders of South Korea including Lee Myung-bak. Kim said that among the past presidents of South Korea, he hates President Lee the most and explained that the reason is because there is not much to earn from the summit since he is too smart. He also assessed President Lee as the enemy general with the strongest mind. In addition, he said about former President Park Chung-hee that ‘He was smart and he had the guts. You have to be like that to be the king.’ Kim evaluated former President Chun Doo-hwan to be unwise giving the Gwangju riot as an example, Kim Yung-sam to be bad saying that he carried out a hard-line policy on North Korea when Kim Il-sung died. About former President Kim Dae-jung, Kim evaluated that he was sly and also foolish giving the money transfer to the North and other cases as concrete examples. Kim said about former President Roh Moo-hyun that ‘he seemed to be a good person since it looked like he went through many hardships’ and made a sad face about his death.
Analyzing the facts above, it can be interpreted that the reason why Kim Jong-il expected Park Geun-hye, member of the Saenuri party, to win the presidential election was because there was nobody in the opposition party to equally stand up against Park and because he had no desire to help Park win the presidential election in reality. This is the reason why the move of the presidential candidates for the next term such as Moon Jae-in and Han Myung-sook, who represent Roh Moo-hyun forces as presidential candidates of the next opposition party forces, grab people’s attention.
