As the will of the authorities towards reform·opening is being conveyed, the response to this within North Korea is appearing differently depending on the classes, high, medium, and low. This paper’s another high-level source showed strong disbelief saying that, “It is obvious that the reform·opening policy will proceed in a way that guarantees the current privileged class first” and that “Therefore, it is almost impossible to carry out a resident-oriented reform·opening policy that reaches the degree in which normal people can comfortably live and earn money.” This is an argument showing that even though North Korea does reform and open, the benefits will only go to Kim Jong-Un and a portion of those in authority, mainly consisted of those close to Kim Jong-Un, and it does not seem that the majority of North Korean residents will be given benefits. Following what he said, “Despite this fact, the majority of North Korean residents including medium·low classes, are having certain expectations and hopes towards Kim Jong-Un and are hoping that a new change that will improve their lives will occur.” This revealed the poor living condition of North Korean residents which reached its utmost, their earnest desire to escape it and their dubious feelings toward the current Kim Jong-Un government. Moreover, he emphasized that, “Opposite of normal people, top executives who have swift information related to North Korea’s external·internal situations are focusing on making their own money rather than reform·opening since it is not predicted that the country will reform and open soon when it is currently in an isolated situation. It is interpreted that this kind of analysis of North Korean top executives is based on the calmest and most accurate analysis of North Korea’s reality. As everyone knows, Kim Jong-un’s new system upset the expectations of the international society that wants peace and negotiations and launched a long-range rocket. Thus, it is now the target of criticism and sanction from the international society, including its allied nations. A conclusion drawn from analyzing the reality is that even though North Korea immediately changes its attitude and have negotiations when it is taking tough moves such as saying something about issuing a tyrannical decree on South Korea, no country from the international society will carelessly accept North Korea’s gesture until they show honesty. A correspondent conveyed that in a situation like this, Kim Jong-un will try to give priority to strengthening the “military first” policy following his father, Kim Jong-Il’s orders. However, in a situation when the long-range rocket launch failed and criticism and sanctions are increasing, a clever scheme about the strong attitude of the military authorities seem far-off as well.
