On January 23rd, a reliable high-ranking source of the North Korea said, "Kim Jung-il's visit to the factory in Pyongyang on November 20th, is a part of his effort to save the project to build 100 thousand new homes from bankruptcy. Inducing investments to finance this project is the biggest fire for the North at the beginning of the year."
It is said that "the North needs at least $500~800 million for this year alone for the project, yet so far, they have succeeded to induce less than 10%." It is also said that "they need $12 million right away to purchase heavy machinery such as excavators and graders to construct cofferdams, and the fuel to operate them."
Moreover, "the waste pipes materials and the plastic pipe materials for water main they have, which are needed before constructing cofferdam and starting groundworks, are far from enough," the source added.
"The bigger problem is that if the cofferdam construction to prepare for the rainy season is delayed because of the lack of finances, the '100 Thousand New Homes plan,' which is supposed to start in 2011 and be completed in 2012, can be scrapped altogether. The people in charge of investment induction worries that this might blemish the whole efforts to build legacies of achievement for Kim Jung-un, jeopardizing the establishment the 3rd hereditary succession, before you know it," the source said.
According to the source, hidden behind the North's sudden offer to talk with the South, and the appeasement policy toward the U.S., is their elaborate strategy to ingratiate their leaders and public by promoting Kim Jung-un's achievement through '100 Thousand New Homes plan,' along with their attempt to complete the nuclear weapon.
And, again, the people in charge of the investment induction worries they might fail and blemish the whole efforts to build legacies for Kim Jung-un, resulting in the most serious crisis which may jeopardize the establishment the 3rd hereditary succession.
Therefore, the source reported, some of the leaders in charge of investment induction, who are at or above the vice-presidents, are being checked on how they are doing by the Review Team of National Defense Commission, and Review Committee of the party's Central Committee.
It is said that they were commanded by the National Defense Commision, to suggest the investors that they will provide laborers unlimitedly, under the condition of 500~600 yuan a month with room and board, and induce the investment as its security.
It has been less than a month the North was insisting they cannot send out the laborers abroad with that salary, but because of this "100 Thousnad Homes Construction" crisis, they have done an abrupt turn round it.
