Mr. Yun-keol Lee, the Executive Director of NKSIS traveled to Washington D.C. to initiate serious discussions regarding the need for strategic response by South Korea and US. From June 21st to 25th, Mr. Lee held meetings on the need for strategic response policies toward North Korea with Suzanne Scholte, Executive Director of Defense Forum Foundation, Robert King, US Special Envoy for North Korean Human Rights Issues, and staff members of several key US congressmen.
During the visit, Mr. Lee emphasized the importance of South Korea and US developing strategic response policies regarding North Korea. He said, "Kim Jong-il is very fearful of a war and nuclear weapons. While additional North Korean provocations on the Korean Peninsula remains to be a real possibility, in all probability, however, North Korea is not going to start an all-out war given the circumstances." Mr. Lee also stressed that a concrete strategy must be in place before any actions are taken in response to North Korea’s nuclear threats and hard line policies.
Mr. Lee pointed out how current US and South Korean “policies of support” for the North Korean regime has failed. "Various official and civilian projects with North Korea have sustained the North Korean regime that otherwise would have collapsed," he further explained, "Kim Jong-il is appealing once more for international humanitarian aid, but his true motivation for international assistance is for his ‘strong and prosperous nation by 2012’ project. He is working on transitioning his regime to the 3rd hereditary successor, and it is important for US and South Korea to know that he has strategic plans behind his external behaviors of a madman."
Mr. Lee stressed that if we want a fundamental change in North Korea, we must obtain high-level intelligences and enable opposition forces to develop within the regime. "We must strategically develop revolutionary forces in North Korea for uprising likes of Jasmine Revolution.
