On April 12, North Korea Strategic Information Service Center, NKSIS, made an exclusive presentation of JongIl Kim’s will that was left with his younger sister, KyongHee Kim at the academic conference held at the Riverside Hotel in JamWon Dong, Seocho gu, Seoul.
Dr. YunKeol Lee, the president of NKSIS, revealed main clauses of Kim’s confidential will but did not disclose how he was able to obtain the information. NKSIS learned of the contents of JongIl Ki’m’s will in February and three independent sources verified the accuracy of the information in March.
Dr. Lee reported that contents of Kim’s will were classified into five areas:
1.Kim’s family and his successor 2.Partisanship and adherence to Military-First policy 3.North Korean possession of long range missiles, nuclear weapons, and biochemical weapons 4.Unification of Korean Peninsula as the aim of Kim’s family 5.Economic policy and development of three nuclear power plants
Dr. Lee highlighted several clauses of special importance contained in the will.
1.Named KyoungHee Kim as the Executor of the Will. 2.Named JungEun Kim to be the Chief of the Committee within one year of the reading of his Will. 3.Funds in SamChenri safe and No.216 are to be transferred to JungEun Kim in consultation with Secretaries. 4.All finances, domestic and international, are to be managed by KyoungHee Kim 5.North Korea to be on guard against China even though China is its closest ally. 6.Encouraged joint economic developments with South Korea 7.Reiterated unification of the Korean Peninsula as the goal of Kim’s family, and building up of North Korean military strength as means of achieving the goal. 8.North Korea to use Six-Party Talks, to officially become one of the global nuclear power states.
The will also named of specific individuals to become chief advisors to JungEun Kim.
1.Political advisors: KyoungHee Kim, SungTaek Jang, RoungHae Choi, and KyoungOk Kim 2.Military advisors: JungGak Kim, YoungHo Lee, KyukSik Kim, MyoungKook Kim, and CheolHae Hyun 3.Economy advisors: YoungLim Choi, ChangRoung Kim, WonCeol Seo, and YoungHo Kim
Scholars pointed to promotions of those named in the will and corresponding demotions of others at the fourth meeting of Party’s representative in speaking to the accuracy and credibility of NKSIS’s report on the contents of JongIl Kim’s will.
